#1 HEALTH
Health issues prevalent within Black and Latino youth such as chronic asthmas, triggered by environment conditions and other health factors often result in absenteeism which overtime can subject the youth to discipline, and system involvement.
Mental and Behavioral health issues lead to behaviors which are criminalized rather than treated leading to system involvement
#2 EDUCATION
Failed school systems, disproportional discipline often results in system involvement. Youth are not receiving educational needs or to be successful ends up being pushed out or kicked out makes. Such youth are vulnerable to anti-social conduct leading to system involvement. Parents may not have the capacity to parent youth who are engaged in school refusal.
#3 CULTURAL DEVELOPMENT
The absent of cultural recognition often leads to a disconnect between Black and Latino youth resulting in youth of color being treated based on stereotypes. Cultural Development or lack thereof also contributes to negative self- esteem and self-concepts which can contribute to self- sabotaging behaviors that lead to system involvement. https://youtu.be/rOzlw1atR6k
#4 HUMAN RIGHTS
Discrimination, and racism, disregard of basic civil rights often lead to break down in relationships leading to defiance which can lead to behaviors that are criminalized leading to system involvement.
Lack of access to justice and justice by jurisdiction erodes confidence in the system leading to youth being less likely to cooperate
Dysfunction in the system overall such as slow case progression.
#5 HUMAN SERVICE
Failed child welfare system, out of home placements, out of state placements contribute to system involvement.
Lack of access to culturally competent system workers who can’t relate to youth and families resulting in system involvement.
#6 ECONOMIC DEVELOPMENT
Lack of access to employment, business development, neighborhood blight contributes to poverty and hopelessness which lead to system involvement as some youth may resort to underground economics, stealing, and drug sells to survive.
#7 POLITICAL EDUCATION
Parents are often not encourage to become involved in public policy or advocacy so they lack the capacity to advocate and get involved in a process that could lead to change. Less likely to become involved in the reform efforts to reduce DMC.
